Well education in Germany is government funded so you may have to give a very minimal fee ranging between 140- 500 euros.
To get details regarding scholarship, I would request you to get in touch with DAAD. DAAD is officially authorized to provide information about education in Germany. They have offices in major cities in India.

For admissions, you might have to give entrance exam as per the university requirement.

Without Graduation you are not Eligible for Doing MBA. first you have to do Graduation Better take Admission in B.Tech in Civil Engineering. after Completeting B.Tech then only you are Eligible for Doing MBA.

Eligibility
Applicants must possess a good Bachelor's degree in electrical/electronic or computer science or such qualifications and experience as the Academic Board may approve. Preferably, with a minimum of two years relevant working experience after obtaining their first degree.Undergraduates doing their honours or in their fourth year of study may also apply.Minimum TOEFL score of 570, or its equivalence, for graduates from Universities with non-English medium of instruction.
You have good chances, just make sure you do well in TOEFL too.
