Obviously, studying in Canada is more beneficial because there you will get more knowledge and help for future. If you can spend such heavy amount to go and study in Canada, then go for it. Else go for DU.

Opting for B.Tech after B.Sc will do you no good. Opt for M.Sc in PG or pursue a Masters course through distance while working.

It depends on the country. You might need some work experience for the USA. Whereas, Germany doesn't require any. A cover letter of recommendation from college and personal statement are common for most of the destinations. TOEFL, IELTS, and GRE scores are required by most of the countries.
