In Delhi, 2 government colleges are there. One is CBPAC (http://cbpacs.com (under IP University) and another is Tibia BAMS (under Delhi University). For CBPAC, 419 marks are required for general category candidates and for Tibia 513 marks required (general category candidate). For applying for UPSC, you must have completed your graduation from a recognised University. And, the minimum age required is 21 and for general category, the age limit is 32. Apart from this, there is no criteria of minimum percentage or something.

The cut-off for general category stays at around 95 percentile. So a percentile of more than 95-96 in CAT can give you a decent chance of getting a call for GD-PI.
