You can only join UG course if you have completed 10+2. Also, there are age bars in most institutes. So, you will have to confirm that too individually from institutes if you have had a gap after completing 10+2.

The minimum eligibility criteria for LL.B. Course is listed below:
Successful completion of graduation in any discipline. Minimum aggregate marks in graduation are required for general category and the marks are relaxable for reserved categories. Carleton is a popular university, so I think it may be a good option. Admissions are slightly easier compared to other top tier ones but also it is a smaller university compared to many others. It depends on what you want to study, journalism and social sciences are supposedly good in Carleton. You can keep Carleton as your last option probably, first try in Simon Fraser, Calgary, Alberta, Waterloo, Ottawa, York universities etc.
