Well it is not possible as far what i would know in these regards to be awarded a degree and hence the eligibility to write entrances like CAT, Civil Services seems out of
question.
You will have to complete your graduation which is of 5 years and then only you would be eligible for the exams.

Well i would suggest you to try to complete your bachelors as it is always important to complete your degree so that the same adds value to your future prospects. The gap in your education is always questionable and reflects in bad light.
And by any chance if you are thinking of continuing your education after a gap of 2 years, such provisions will differ as per the guidelines of the University that you are enrolled with, but in most of the Universities, one requires to start afresh.
