There are many universities in US that are considered best for higher education. Depending on the course you wish to apply for, you maybe required to take the GRE. TOEFL is very much mandatory no matter which course you apply for. Incase you are applying for an engineering or an arts or sciences course, GRE would be required. I can only tell you which university you should apply to and whether GRE is required in those universities or not if you tell me the name of the course that you wish to apply for.
Regarding GRE and TOEFL training, you can enroll with The Princeton Review or Jamboree. They are the market leaders in the same.
