MHT CET 2017 cut-off will be available here as soon as the admission committee releases it institute wise. The interested applicants will have to secure the minimum required marks to be eligible for admission. Ineligible applicants will be disqualified from the admission procedure.

The choice between "Indira School of Business Studies" and "Indira College of Engineering and Management" depends on the student's field of interest and career goals. 

In my opinion.-

For placements in management or business roles, ISBS is better.

There are some universities that have this name for post-graduation in journalism and mass communication. However, the old and most accepted title is MA in India. Some have introduced M.Sc. which is not everywhere acceptable. Mass communication is not a science stream subject, it's in social science. Go for MA. Both are equivalent. Check whether your planned place has M.Sc approved from UGC or not.
