There is no any age restriction regarding the requirement for learning programming language. You can learn it at any age. You are now 31, so basically, I will suggest you to choose MBA from any recognised university and be registered for the training courses of different programming languages. By this, you will be able to do both. Also, if you go for M.Tech then you will be able to attend the workshop even in different IITs, NITs, IIIT's, etc., for different topics.
