Yes as a Physics Graduate you can apply for S.C.R.A. The qualifying criteria says:-
Candidates who have passed the first/second year examination under the three-years degree course in the first or second division with Mathematics and either Physics or Chemistry as subjects of the Examination may also apply; provided the first/second year examination is conducted by a University.

Adding to Aneeket's reply, in case you wish to pursue a regular program,the good time to pursue event management would be after your graduation.
However, if you wish to pursue it alongside your graduation in order to get an overview of event management you can pursue a short term/certificate course.But before joining any short term course,you should gather information about the even management certificate/short term 'course demands' and should try and ensure that it does not affect or interfere with your graduation study schedule.

After completing 12th from commerce background, you may pursue some of the below mentioned courses:
BBA.
BBM.
B.Com, and many more courses.
After completing any of the above mentioned course you may pursue MBA,however I would suggest you that after completing your graduation you should work for 1-2 years and then opt for MBA.
The advantage of this step would be that you will gain relevant work experience, and you will have advantage over candidates with no work experience.
