Hi Amit, by saying failed twice do you mean to say you failed in 2 subjects or you failed the whole year? If you failed in in 2 subjects, or you failed twice in the same subject, no problem at all. Even the top most univ accept 2-3 fails. But if you failed the whole year twice then it could be a problem. In that case you can take the route mentioned by Dr Mishra.
