To do B.Tech from USA, you must appear for the SAT (Scholastic Ability Test). Almost all the colleges and universities in USA accept this SAT exam score to enroll students. Most of the Ph.D students get 25k stipend as junior research fellowship for initial 2 years and 28k as senior research fellowship for next 3 years at most of the research institutes, IITs, IISERs, NISERs, NITs and central universities. These fellowships amount is same but can be given by different grant organisations depending on your qualified exam like MHRD for Gate, CSIR or UGC for NET-JRF, DST for INSPIRE (for top 1% students of the state during masters).
But then there are also people at state universities who join their PhD with some project which may have different stipend depending on the project fund or by clearing individual university exam for which the stipend is very low. Also, very few universities conduct their own examination.
