Yes, always. Fee never comes or obstructs. You can apply for tuition fee waiver scheme in IITs. There are many scholarship schemes dor financial assistance and if you study hard witn excellent academic record, then, there are many scholarships for that too.

Dear Hrithik,
It certainly depends on your area of interest.
If you want to go into research and pursue a PhD degree, definitely opt for a Biomedical degree. However, if you are not at all interested in research, Biomedical is not an ideal option since it requires a lot of hard work.
The colleges offering Masters or PhD are way lesser in number in India.

May see several changes in 2019. According to an MHRD (Ministry of Human Resource Development) release (which was published by the Press Information Bureau (PIB) on March 13, 2018):
The National Testing Agency (NTA) will be created to take over the reign of the entrance exams in India that are being conducted by the CBSE (Central Board of Secondary Education) at present. It is believed that with NTA at the helm, the medical entrance exam will become highly reliable and standardized, and it will be possible to conduct fair assessment tests for all candidates interested in taking admission to the MBBS and BDS courses in India.
