To become a doctor, you can pursue MBBS BDS. In government medical colleges, you have to pay around INR 1 lacs, whereas in Private colleges, this may go upto INR 35 lacs.

I would say rewrite the exam. Based upon my survey done to get an admission into most of the Canada universities, overall band of 6.5 is required. I don't have any idea about the New Zealand.

Surgeons perform operations and other medical procedures to treat injuries, diseases, and deformities. To become a surgeon, you will need to first complete MBBS. The last 1 year is devoted to the compulsory rotating internship. Then one needs to complete M.S, a 3 years course that leads to a postgraduate degree in surgery.
