REC Ambedkar Nagar is best among all.
REC Banda (good but not best, since it is also situated in outer area from the main city, facilities are good, infrastructure are good w.r.t. all other RECs)
REC Ambedkar Nagar (good, nearly main city, beside S. P. residence, Hawaipatti, Vikas Bhawan, Police line and full Wi-Fi campus available for 24*7 )
REC BIJNOR (Construction has completed, not a single good enough playground for sport and entertainment to students)
REC Azamgarh (Too away from the main city, still under construction)
REC Sonbhadra (Construction is not completed yet)
If you belong to Purvanchal then it is better to go for REC Ambedkar
