Lateral entry in any course is only possible in the second year and not in the third year and is completely dependent on college and university norms, some university allow it and some won't plus you need to have good scores in first year to apply for the same. A Diploma holder can get admission directly to 2nd year of engineering. Engineering is basically a 4-year course. If you get into 2nd year then you have to complete your engineering in 3 years. You don't have to wait for 4 years.

Yes, you are eligible for RIE CEE but your board percentage plays major role in Counselling. So, I would suggest you to improve your board's percentage, because even if you qualify Entrance exam, you need to score well in Boards also. If you are from CBSE, then just simply don't worry about improvement, because CBSE gives one chance to all students to improve their score through improvement exams.
