Hi Aviral,
If you want to take admission in second year in a different University, the possibility is really low as in India we dont have a transfer system. However, as every University has its own admission criterion you may try in few of the Universities by contacting them directly.
One more thing which I would like to add here is that if you are a very bright student the scenario may change for you as every University would want high scorers.

Hi, normally admissions are given on your academic marks not on basis of from which College or University you have pass. To get admission in USA, you need to clear TOEFL exam with 90+ marks and GRE with 1200+ marks. Normally MS is 2 years duration in USA. Atleast 1400+. You would be competing with people from all around the globe with GRE scores like 1500, 1550 etc. Target a score above 1400 atleast. The higher you score, the better are the chances of admission.
Note: Admission is not solely based on your GRE score. You percentage, TOEFL score, essays and LOR's play a very important role in the admissions procedure. If you have a very good profile but submit poor essays and LOR's, it would be practically impossible to get admission.
