Chances are very limited. Ususally, in order to apply for a PHD degree, you require the same subjects in your masters degree. In your case, you have pursued masters in economics and are planning to apply for phd in sociology. Either you can apply for Phd in economics or pursue a masters degree in socialogy 1st and then apply for a PHD in socialogy.

You are eligible to apply in any university in Canada. Eligibility for a course depends on the requirements of the course. If you will be applying for a management course, then you would not be eligible without taking the GMAT. If you would be applying for a MBA, you would not be eligible if you have not taken the GMAT and do not have minimum 2 years work experience. If you are looking for engineering and computer science programs, you would not be eligible without taking the GRE. Like i have mentioned above, it depends on the course that you apply for.
