The class of population that needs to be included for reservations under OBC quota is declared in gazette. The gazette that is published by the government. of India with this list is called central list. Anything being offered on all India basis, the population that can claim reservations under OBC has to be in this list, for offerings by state government. similar gazette is published by state government. that is applicable to that state only.

Here's the eligibility criteria for the MAT 2017 December exam:
Graduates in any discipline can take the exam.
Final year graduation students can also apply.
There's no age limit for MAT exam.
As you just cleared your 12th therefore you are not eligible to apply for MAT.
