Students, present and past, of the Lucknow University (LU) and associated colleges will now have to shell out 50% more to get their degrees and migration certificates from the university from the new academic session. For the university to issue migration certificate, a student will have to pay Rs. 1,000 as against Rs. 500 charged until now. An ex-student who wants to avail a degree from LU will have to shell out Rs. 1,200 instead of Rs. 600 that had to be paid earlier. Fee for degree fee like previous years is charged only from pass-outs who graduated from the university five years ago or more.

It's heartening indeed to see your desire to complete your degree in spite of so many elapsed years. Unfortunately, there are different rules set by each university & you will have to check with the administrative staff of your college about rules by your university.

Where there is a will, there is a way. Yes, it may be difficult but I don't it's impossible. Institutions abroad have invariably different criteria. I would advise you to approach an agency that deals with sending students to Canada.

I wouldn't suggest a science student to go for BBA unless you're extremely focussed that management is your thing.
