Hello Dipendra,
Many universities and colleges in India allow foreign students to take admission in their different courses including Bachelor of engineering for different branches. In fact many such Institutions keep aside almost 5% of their seats for such students. You need to identify as to where you want to take admission in India and depending on your choice just download the information brochure and apply as per the procedure given for foreign students. Could you please explain why have you not got your degree since 2011? In case if you haven't successfully passed the course, you should will have to contact the college officials for the information, as they will be the right party to answer the same.

Central government institute like Institute of Hotel Management Pusa complex, New Delhi can be the good option for you, because the fee structure of IHM is quite low in comparison to other hotel management schools. The last year approximate fee for semester-1& 2 were Rs 47600& 43100 respectively. That's not an issue, you can choose from a wide range of programmes. As you seem interested in IFS, so I think B.Sc in Forestry is an ideal degree. You can even enjoy your course. Other than these you can go for -

7. Mathematics
8. B.Ed

In computer science, there are maths and logic as well as many algorithms. Also, there is no any such combination that you want. Or, you can choose B.Tech LL.B. But there is little maths only. Best of luck.
