Hello!
It's impossible to get a top-ranked college at that CMAT score since the cut-off of such colleges is generally 80+ percentile. I'd suggest you reappear for these exams and aim for a much better score.

Every college has scholarship programs, for international students its kind of competitive and colleges give on merit basis. You can simply check a college website for financial aid and scholarship information. Usually, you will be considered automatically for scholarship during the application process but for some colleges you may have to give a separate application. You need to check.

That depends on the type of college that you are looking to get into and the course that you are trying to enroll in. Usually, the cutoff scores will be given in the websites of colleges. If you can't find that information there, you will need to call the college or submit a query in the college's website.
