After Diploma in Electrical and Electronics Engineering (DEEE) you may join lateral B.Tech course and can directly enter into the second year. If you want to work alongside then you may join correspondence course.
List of lateral entry colleges (correspondence) :
-JNTU-SCDE
-Acharya Nagarjuna University
-IGNOU
To take admission you may directly contact the university officials as lateral entry norms differ from one university to another.

I suggest you take a break from studying and get a teaching job in a reputed school. You have already done B.Ed and therefore you can make a good career in teaching line.

I think it should be the other way round. You can study journalism alongwith studying engineering. For engg courses the better otiopns are Govt engg colleges for which you need to write AIEE exam and stsand in merit. You can do a course in Journalism through distance education once you join the engg college. Yes it will be good to study both together provided you can keep focus on both of them academically.
