In Singapore there are Universities that offer MBA programs and do not require IELTS/TOEFL tests. However, the student should have passed from an English medium school to be eligible for waiver of IELTS/TOEFL tests. You need to apply through the Central Counselling for getting Admission in NITs. But, for that, first you have to secure good marks so as to get the eligibility for filling the choices under the Central Counselling. You haven't mentioned in your question whether you are eligible for Central Counselling or not. If you are not, you can't fill the choices.
