Sikkim Manipal University www.smude.edu.in), Symbiosis (www.scdl.in), Punjab technical University (www.ptu.ac.in) JNU (www.jnu.ac.in) offer such Distance learning degrees in arts, commerce and management. Technical degrees & diplomas like B.Tech., B.E. are not approved for distance learning.

During college level counseling such students are given admission based on 12th marks but these are not the good institutes. You will not get good academics and later, you will not get campus placement during final year.

No, It is not possible to opt for Humanities or Commerce in 12th after completing 11th through science stream.
However, you can look for under graduation programs in Commerce specialization like:
B.Com,
B.Com (Hons),
Business economics,
Bachelor of Commerce in Banking and Insurance
Bachelor of Commerce in Accounting and Finance
Bachelor of Commerce in Applied Economics
Bachelor of Commerce (Honors) in Banking and Insurance
Bachelor of Commerce (Honors) in Taxation etc
