Oonce you complete your post-graduation from Science stream then you will be eligible to appear for the CSIR NET not UGC NET.
Don't worry if you heard CSIR NET for the first time. It is the exam which is conducted by the Council of Scientific and Industrial Research (CSIR) with the same aim as UGC NET.
But the little difference between these two exam is that UGC NET is conducted for non-Science stream in more than 80 subjects and CSIR NET exam is conducted only for Science stream, only in 5 subjects.
As per your plans if you complete your M.Sc. from Chemistry then you can appear for CSIR NET in Chemical Science.

Your rank is too low to get admission in SRM university main campus.
May be through management quota you can get but the cost will be very high.
You can get the other campuses like NCR Ghaziabad and the other campuses in Tamil Nadu.

If CS is your interest then you can opt for BCA, B.Sc CS or B.Sc IT. You can also check gaming, animation, etc. If you are from PCM background then you can think about engineering. Better advice can be given if you share more about the subjects.
