No, it is not necessary to qualify JEE Mains to take admission because many colleges provide admission directly and many through there own entrance examination, if the college you are interested in accepts only JEE Mains result than only it is necessary otherwise if they provide admission directly then you don't have to clear any entrance exam and in case of there own entrance you have to clear that.

Yes, you can apply for special round of counseling conducted by CSAB even if you don't participate in JOSAA rounds. You can register for the CSAB round by paying Rs 46000 as counseling fee, of which Rs 1000 is participation fee and rest Rs 45000 will be adjusted with your college fee if you are allotted a seat or else it will be refunded into your bank account. If you have already paid the counseling fees during the JOSAA rounds and have also accepted the seat, then you are not required to pay only Rs 1000 for the special round. If you are allotted a seat in CSAB round then your previous seat will be forfeited.
