C.V Raman placement is slightly better than GITA. You can refer to MHRD NIRF rankings for that. Initially all the branches of engineering are allowed to sit for placement in core sector and that gives a different statistics in placement of mechanical engineering.
The core companies that visit campus often recruit less student and their salaries are attractive like Voltas 7 lpa, Tata Steel 8 lpa, Robert Bosch, Bosch Rexroth like that. But coming to the next side i.e it placement starts from 3 lpa by mass recruiters. On an average you can say placement of a core branch lies between 3 to 8 on an average
Best of luck.

Yes, you can get a college on the basis of this rank be it Delhi or Non-Delhi but you have to wait for the 3rd cut-off round as well as spot counselling. Some of the colleges prefer management quota and direct admission, so visit colleges as earlier as you can.
Good luck.

There is a wide range of opportunities in programming languages. But, there are so many languages like C, PHP, Java, C+, Python, etc. Choose your language which you have interest and learn and research. Practice more and more. No, your score is very low. You will not get any government college but you can try for private colleges. There are some private colleges which are actually good. Don't lose hope. You can drop a year for JEE Mains and Advanced. You have many options.
Good luck.
