Hi Amit, Education in Germany is free. Some Universities charge a minimal amount of Euro 140 - 500 per semester. Living expenses come to Euro 740 per month. You also need to appear for GRE and TOEFL or IELTS to apply to German University.
Two scholarship programmes that the DAAD offers for master level education are:

Hi Akshay, it is not possible for international students to avail loans through universities. you need to have an offer letter form the univ, and then apply for loan yourself at some nationalised bank in your home country.
