Earlier it was not permissible by the Government to pursue both the degrees at the same time because it may lead to overburden on the mind of the student. But, nowadays most of the Universities has made it legal under the UGC act. It is all up to you.

It depends on your interest and effort you put into a field. Maybe a little harder for some because you may not 'be good' at all the disciplines (programming is totally different than, say, material science), but you're not learning everything to an advanced level, so it's not that bad. Other courses are also pretty widespread, they just focus on things related to the main theme (f.e. Mechanical Engineering courses involve technology, welding, material Science, bearings knowledge and so on), whereas, mechatronics has more distinct disciplines (brief survey of the mentioned ones, electronics, a bit of programming, etc).

However, there are working students who face a lot of problems to attend regular classes conducted by the institutes. Distance education is a blessing for students in such cases. They get a chance to pursue their higher studies even while working. The cost of pursuing B.A. Distance learning degree programs is also quite less than the regular courses. Distance learning courses are offered by a number of reputed institutions

Getting IET at this rank is not possible as your rank is too high. For that, I'll prefer you to opt any other govt college or if you want IET only then you can wait till the spot round of the counselling.
