If you can clear ICAR UG exam or your state PAT exam with a decent rank, you can get a government college otherwise you will have to go to expensive private colleges. Fee for most government. Colleges: 6-8k per sem (whole package:48-64k). Fee for private colleges: 60k - 1 Lacs per sem (whole package :4.80 - 8 Lacs). Hope this helps you!

To take admission in state agricultural university like HAU, PAU-
A student with minimum 55 percent marks in senior secondary with PCM or PCB can apply direct to SAU or ICAR. Both ICAR and SAUs conduct centre and state level exam respectively.
1 Entrance exam conducted by university.If u belong to Haryana.
2If you belong to outside Haryana, you can give ICAR exam.
3 If you are from non-medical, then you can do B.Tech.(AGRICULTURAL ENGINEERING) through JEE MAIN score.

Kindly predict your college in this college predictor. JEE Main rank predictor is an online tool which predicts the candidates rank range and probable colleges based on the difficulty level of the examination, average marks scored in JEE Main and seats available in IITs, NITs, GFTIs, and other SFTIs. I am afraid that what you want is not feasible. Actually, you will have to abandon B.Sc and seek admission for B.A. Programme based on your marks of 12th. If you are having trouble in B.Sc. Then just do not think of lost years but go for B.A immediately.

You are doing BA in English honours. Hence you are eligible for MA in same subject. I am afraid that it may not be feasible to do MA in Hindi based only on generic subject basis. But as a matter of abundant precaution, I would advise you to contact your present college or university for guidance.
