Hi,
There would be variety of universities but the best 2 universities for your desired course are University of Toronto and York University. If you are not completely inclined towards Toronto, then you can also target Mcgill University which is one of the oldest universities in Canada. In order to apply for post grad in electrical engineering, you would have to take the GRE and IELTS.

Yes you are eligible to apply for a MS or MBA in any of the countries you have mentioned. If you want to make it to a good university, you would have to take the GMAT and the TOEFL and target a decent score of 650+ in the GMAT and 100+ in the TOEFL.

There are programs available in Canada that give you the opportunity to study a PHD degree right after you have completed your Ms degree.

untill u have some experience in the desired field, you will not be able to understand most of the concepts as MBA is purely Theoretical Subject. u will never be able to know the right application of Business administration with out having proper experience. U can mug up your syllabus but to understand it, u need to have experience.
