Rajesh, ISRO conducts exam as per availability of vacancy and thus they may not advertise vacancies every year. Eligibility is first class graduation with minimum 65% aggregate in all semesters/year. Thus you can not appear for this exam unless you have completed the degree. To illustrate further, I am giving you the entire procedure:-
ISRO Satellite Center applications for JUNIOR RESEARCH FELLOW :
Age Limit : 18 - 30 years (35 years in the case of SC/ST and 33 years in the case of OBC candidates).
How to Apply :
Applications will be received on-line only. Those applying for more than one post should send separate applications for each post. Candidates may visit website at www.isro.gov.in to register their applications on-line
Upon registration, applicants will be provided with an on-line Registration Number, which should be carefully preserved for future reference. The on-line application has to be invariably followed-up with a 'No Objection Certificate' from the employer concerned, by those already in employment under Central/State Government, Public Sector Undertaking or Autonomous Body or any organisation which is aided by Government, duly indicating the opening for which applied/post No. and Regn. No. on the reverse.
There will be an Application Fee of. 100/- (Rupees one hundred only) for each application (each post) Demand Draft details need to be filled-in at the time of on-line registration. Women, Scheduled Castes (SC), Scheduled Tribes (ST) and Persons with Disabilities (PWD) candidates are exempt from the payment of Application Fee.
If any information found in On-line application found to be wrong or false or incomplete, the candidate will not be interviewed and TA will not be paid.
Only Indian Nationals need apply.
There will be an initial screening of applications based on factors such as qualification, percentage etc., vis-a-vis the number of applications and those screened in only will be called for Trade/Skill test and Interview, as the case may be.
Outstation candidates allowed for interview will be paid to and fro Second Class Railway fare by the shortest route from the address given in the web application to the place of interview.
Consolidated Monthly Emoluments Rs.18000/- per month for 1st and 2nd year & Rs.20000/- for subsequent years + 30% HRA + Medical Benefits.
