MBA is offered by those institutions which are under some state university eg: PUMBA,Pune gives MBA which comes under Pune university. While PGDM is given by autonomous/independent institutes. Graduate Aptitude Test in Engineering (GATE) is an all India examination administered and conducted jointly by the Indian Institute of Science and Seven Indian Institutes of Technology on behalf of the National Coordination Board-GATE, Department of Higher Education, Ministry of Human Resource Development (MHRD), Government of India. M.Tech aspirants can apply for GATE exam as it is an all India test. The test is administered by top technology institutes.

My suggestion to you is to take CAT exam again and try and give other exams too like MAT/SNAP/XAT etc. But work hard this time. If you can't wast your one more year then you can refer these colleges:
