You are eligible to apply for civil services examination after BSW degree provided you have obtained a degree from any of the universities incorporated by an act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a university, under Section-3 of the University Grants Commission Act, 1956. You must also meet age and other criteria defined by UPSC.

To pursue Bachelor's degree in Germany, applicants must complete 13 years of education. If you have completed your 12th, you should meet one of the following requirements:1. Completing the first year of a Bachelor programme from a recognised university in India in the relevant subject field.2. Clearing the IIT Joint Entrance Examination 3. Passing the qualification assessment examination in Germany, called Feststellungsprfung.
In addition to these, you must have very good percentage and must clear IELTS. You must also know German language.

To be able to pursue M.Sc. in Information Technology, you need to have Computers as a subject in your Bachelors. B.Sc (IT or CS), BCS, BCA, B.Tech are some of the favourable courses. Since you've passed B.Tech from Mechanical field, which doesn't have Computers as a subject, I'm afraid you're not eligible for M.Sc IT.
