ELICOS is an exam to prove your English proficiency in Australia. This is not a course, but it is a qualifying exam to prove your language skills. Normally, if one person moves from non-English speaking country to an English speaking country, then there are exams like IELTS, Pre or TOEFL to get required marks to prove their ability.
However, Australia allows you to come in and within three or six months to take coaching and qualify through ELICOS to prove the English language efficiency. In case, if you don't qualify, then they will ask you to leave the country.

One cannot get admission without entrance test in this institute. However, every privately funded institute has some management quota within which admissions are given independently. But, you will have to approach the institute directly since such information is generally not made available online.

To be specific, there is no difference between these two. PGPBM is the degree that will be given by the college and the MBA degree by Vidyasagar University.
