Generally, transfer is possible within the university from one college to another. Keeping your concern in mind I would suggest you to contact the officials of both the colleges for updated transfer norms as the procedure differs from one college to another.

As per my understanding of your query, you may pick B.ED if you wish to be a teacher in school, then crack Teacher Eligibility Test. Eligibility conditions are:
(a) Bachelor's Degree with 50% marks in aggregate in the 10+2+3 or 11+2+2 pattern, or with a minimum of 55% marks in aggregate in the 10+2+2 or 11+3 pattern
(b) Having studied at least two subjects at the bachelor’s degree level, to be later taken as school teaching subjects
