It is advised that one should not go entirely by the All India Ranking of the institutions. This keeps changing and basically depends upon the parameters chosen to make the judgment. Many of such parameters might not be of much importance to a candidate. Therefore, a better option would be to learn from the outgoing candidates, so that you not only get a picture of the education level but also know about the takers from this institute. The admission process also indicates the quality of the institute.

Hi,

To pursue your Ph.D you must be accepted by a research supervisor. Begin your research by visiting university websites and find out universities offering research activities in your area. You must communicate with the respective department heads and share your research idea and proposals. They will accept you if they like what you wrote. Patience and continuous follow-ups with them would be required.

Admission with a set of percentage marks cannot be guaranteed. Yes, you stand a chance but then you will have to apply and see. This is because admission also depends upon many of those candidates who initially take admission but then opt out later making the seat vacant.
