All of the branches are best according to your interests. If you want a govt. job, you should prefer civil engineering or if you want to do a private job you go on CSE /IT/ECE, it is all about your interest.

Yes, you can. You must have atleast a 3-year college degree/4 years for engineering course (or expect it later this year). If you fail to fulfil the UGC norms and guidelines on UG programme then the eligibility for the admission shall not be entertained. In all honesty, it depends on the pace of work done at your institute. There is a slight chance majority of your degree won't be completed at your own campus, but highly unlikely that you'll complete 4 years not being at your campus.
Again, it depends more at the pace of work and how fast the government gives out clearances to your institute. I have seen some work finished in a jiffy (I study at a government institute as well) and some which has been going on for years and is yet to finish.

Hello Kishore,
I think you will be able to take admission for second course in parallel with your BE in an open university. But just make sure that you do not give any wrong declaration while filling up forms. Study in any area including psychology is always useful in one's career.
