If you are specifically asking for MBA in operations management in SIOM, then I am sorry because SIOM only admits engineering background students. But apart from that, you can go through different colleges and their norms. As per my individual knowledge, operations management is only available for B.Tech or BE students. The cut-off varies every year according to the number of students applying for examination and number of seats available. It would be advisable that you get in touch with college authorities/official page directly for accurate cutoff which can help you in figuring out the appropriate college.

I would rather have you ask yourself a question. Would you be able to do justice to both courses? In any case, Ph.D is not a course where you have to attend college. Hence, you can attempt both simultaneously.
