Hello Satish,
My honest answer is have a review of your son's dreams. Just for comparison, 10000 students scored more than 95% in CBSE 12th. On other hand in Maharashtra almost 40000 seats of engineering are expected to remain vacant. So admission you will definitely get. But is it worth it? This call you have to take.

Admission is only possible through JEE Mains rank or through SATs if you are living outside India. There is no admission through PCM board marks. He could reappear for these above exams again this upcoming academic year and try. But that will waste a year in his career life ahead. Good Luck!

Diploma in Civil Engineering is a sufficient qualification to start your engineering career, but you will get junior engineer job. It will take you 10 to 15 years experience to grow into engineer or managers role. Therefore, for long term career growth, if there is no personal constraints to start job now, you are advised to do B.Tech lateral entry degree before starting a job.
