You can do a many things after completing 10+2 with arts stream, first is BA- stands for Bachelor of arts, and it is one of the traditional professional courses, which is a 3 year long course. If you take admission here, there is a condition that if you appeared in the college exam then you get a scholarship on the basis of your rank, but if you didn't appear for the exam then on the basis of class 12th, scholarship should be provided, but all the scholarships are provided during the admission so please contact to college for better details.

Well, considering your academic score and the number of backlogs, let me be frank to tell you that it is not even average and if a university was to consider your academics itself for admission in M. Tech, then they would not even consider your application (to be very honest).
But, don't get disheartened, there is always more for you to do.
Your IELTS test score is also average. So, what you need to do now is to improve your IELTS score to such a score that it would camouflage your academics performance.
Apart from this, you should try and get into some projects or get LOR (Letter of Recommendation) from your concerned faculty.
