Hi,
Well if it is a recognized board then you can pursue engineering from Germany. However, I would say that it is not a good idea as for Bachelors program, you have to go for a 1 -1.5 year bridging course or you have to give an entrance exam conducted by the German university or you have to complete 1 year Bachelors in India.
So, as a friend, I would advice you to complete your bachelors in India and then pursue your masters from Germany.
