Almost all higher education institutions are funded by Federal and State Legislations. German and international students who study in Germany are not charged tuition fees. However, there are some private institutions of higher education and some state institutions offering courses for which fees are charged i.e very nominal around Euro 500 per sem. However you have to bear your living expenses at your own.
On the other hand education in Sweden was free however from 2011 International students outside EU have to pay the tuition fees as per the university rules.
