Yes, Mechatronics can be pursued by a Mechanical student, however the options to pursue the specialization in India has fewer options only like Periyar University, Anna University, Sree Krishna College of Engineering & Technology, Sardar Patel University.

Malaysia has a Multimedia University located in the esteemed Multimedia Corridor project they set up 2 decades ago! Do research about the same if you're keen on Malaysia. Most of the developed countries would have good colleges for learning animation. France and USA are also good options.

The career path you choose would largely depend on your own interests and career aspirations, so if you want to get into a research or teaching field you can go for M.Sc, and if your passion lies in Management field you can go for MBA.

Julie, an IELTS band of 6.0/6.5 for UG & 6.5/7 for PG courses or a TOEFL score of 80 and above for UG and 90 and above for PG courses is desirable. For costs its best to visit the University sites and write to them or speak to an education consultant in India. The cost will depend on the University, course, type of accommodation, scholarships etc.

You haven't mentioned your interest so it will be difficult for me to give you proper guidance as to give you a career advice, I need to know your interest as well.
But keeping in mind your graduation in commerce, I would suggest you to go for an MBA or any other course or as you mentioned that you were working with an NGO, you can go for a PR course as it is same "Getting Business for the Organisation". you are on right trck to become the best person for india. however, becoming an IAS officer is not simple as you are thinking about it. if you are talented, quick learner and clever person then you can cross the prelliam, main exam and interview in first attempt. however most of the times people try and try and try but sometimes they fail. coz it is the matter of passion and sustainable development. if you are doing graduation then it will take mini um one year after graduation. or if you have completed you graduation then it probably it will take 2 more years with constant study.
as far as fee is concerned , it is not too
