Usually most of the universities give admission to students of open board condition being the board is recognized by the government of India such as NIOS, CBSE (Private) etc. Still for the exact details, I would request you to get in touch with the universities directly.

There are very few institutes available offering an option of M.tech through distance, yet you may refer to the following link:

Chances to get the specialization in Chemical engineering is even rare yet you may consider contacting the institutions directly.
However, it is least advised to opt for M.tech through the distance mode and would instead would have been better if you could go for it through the regular mode as the same would be far better in all respects.
