If you passed from a polytechnic with a diploma certificate then you are eligible for direct admission for second year BE Mechanical.Otherwise you cannot get access to direct entry.

As such there is no such educational qualification required to pursue cousres in Cartooning/ Animation etc. The most important aspect here is your creative edge and how well you wish to develop the same.
As such getting courses in Cartoon designing are less, instead you may opt for Animation courses which includes character modeling, drawing and sketching etc.
