Jharna Dutta, muc has already been siad on this subject and even there has been a discussionon on how to prepare for UPSC exam. You need to go through those. However you may note that preparing for UPSC requires very elaborate studies of your subject. You also need to be well aware of the current affairs and must have very good general knowldge. I Raja, in my opinion MS is better as technical courses would land in you in jobs. Whereas competition for people who have completed MBA is tough. This holds true if you are also looking forward to working after studies abroad. If you would like to come back to India then either one would do as companies in India still need lot of MBAs.
