5.5 is generally a low IELTS score. Even for Bachelor's degree, the colleges in New Zealand require a band of 6. But the catch is that colleges have several pathway programs for international students who do not meet the admission requirements slightly or more for the English language requirements. You must also remember that you cannot secure admission only on basis of IELTS score. The main criteria is how much is your academic percentile. You did not mention it and hence difficult to overall evaluate your profile.
