It is good that you have set a goal and have started to think of how to achieve it from now. If you are going to do class 11 and 12 from CBSE then I think you should take up humanities (if you are very much sure that you will not change your mind later on) as you will have an opportunity developed as base in social science. Then you can do BA and take coaching for UPSC simultaneously so that you might not have to take a drop.
Also, try to make notes of editorial column of the newspaper daily and try to think of the topic in different view i.e. how can it effect socially, economically, etc.

Minimum 45% marks is required in class 12th. Aggregate of one language and three best elective subjects would be considered as best four subjects (BFS).
