I think that he must concentrate on completing his XII. Any graduation will need 10+2+3 years of studies, so he won't be able to save time.

As you don't have Math it would be difficult to get into B.Com program, as Math is a compulsory subject to get into any B.Com programme. However, you can go for programmes like BBA, BA in Economics etc. which you can even do without Math or you can try with some of the correspondence Institutes like IGNOU.
